What is the foglio rosa? Validity, attempts, and what happens if it expires

What the foglio rosa actually is
Foglio rosa literally means “pink sheet.” It isn’t a licence — it’s a learner’s permit. It lets you practise driving under the required conditions, and it’s what qualifies you to sit the practical exam.
When you get it
Only after you pass the theory exam.

Enrolling at an autoscuola doesn’t get you one. Neither does applying. Theory pass first, foglio rosa second — that order never flips.
How long it lasts
12 months.
“Tutti i fogli rosa emessi dal 10 novembre 2021 avranno validità 12 mesi.”
Every foglio rosa issued since 10 November 2021 is valid for 12 months. Before that it was 6 months — so if you see “6 months” on an older website or in an old textbook, it is out of date.
How many practical attempts you get
Up to 3, within that 12-month window.

The Ministry counts it like this: 3 attempts within 11 months, starting the month after you pass the theory exam.
There’s no need to rush into your first attempt. But don’t sit on it either, thinking “I’ve got plenty of time” — 12 months moves fast once you’re juggling it with work and waiting for test dates that aren’t always quick to come by.
What happens if it expires
In some cases, a passed theory result can be carried over to a new foglio rosa — this is called riporto dell’esame di teoria. It means you don’t have to resit the written exam or get a new medical certificate.
⚠️ But there’s an important condition. The ministerial circular frames this as relief specifically for people delayed by the motorizzazione’s own scheduling — not as an automatic right for anyone whose time simply ran out for their own reasons.
So don’t treat it as a safety net. Plan on finishing within the 12 months.
Practising on the foglio rosa
With a foglio rosa you may practise driving on the road — but not alone. The person beside you must be no older than 65 and must have held a licence for the same category for at least 10 years (or hold a valid licence for a higher category). They have to watch the drive the whole time and step in promptly if needed.
For the patente B there is one more condition: you can only practise with a private accompanier after you have done the motorway or out-of-town and night-driving lessons at an autoscuola, and you must carry the autoscuola’s certificate of those lessons in the car.
The car must display a sign with the letter “P”; autoscuola cars carry “scuola guida” instead.
The fines for getting this wrong are large:
